Every powder you have listed, with the exception of H4227, yields pressures way off the charts at any charge weight near 25 grains, or 2100 fps.
But...........In your shoes, I'd be looking real hard at Ramshot XTerminator. A 27.5 charge is only 101% of case capacity (meaning a very negligible amount of compression....AAMOF, I like stuff at the 104-106% capacity), yields 48K psi (not CUP, QL doesn't generate CUP) based upon a SAAMI max standard of 51,488 psi. Theoretical velocity from a 16' tube is 2159 fps.
Another option is H335, with a charge weight of 28.6 grains being only a 103% capacity load at 48K psi and 2153 fps.
H4227 at 21.9 grains (94.3% casefill) at 48K & 2100 fps is your next best option.
All info is based upon the information you've provided above, and assuming a powder lot burn-rate generated by QL's defaults.

I had not considered any Ramshot powder until now.

Ramshot lists on their load data a Sierra 150 .311 bullet from a 20 inch gun with X-Terminator a little slower... I need to experiment!
